SOUTH ORANGE, N. J., Dec. 19—Jules E. Tepper, a lawyer, died last night at Beth Israel Hospital in Newark. He was 77 years old and lived at 53 White Oak Drive.
Mr. Tepper, who was a 1923 graduate of what is now the Rutgers University Law School, was appointed a special attorney general for New Jersey in 1934.
For many years, beginning in 1928, he was president of the Essex County Republican Club and a member of the Essex County Republican Committee. He also was a member of the Essex County Board of Taxation for several terms, beginning in 1931.
He was a partner in the law firm of Tepper & Verney, Springfield.
In World War I, Mr. Tepper served with the Seventh Infantry Division. He was decorated for bravery by France in addition to receiving the Purple Heart with two oak leaf clusters.
For more than 35 years he served on the board of governors of the Daughters of Israel Home for Aged, of which he was president from 1960 to 1963.
He leaves his wife, the former Lillian M. Schoenbrun; a son, Leonard A.; 2 daughters, Mrs. Shirlee T. Sarasohn and Mrs. Rita Horowitz; a brother, Harry L., and 10 grandchildren.
